What is a Restriction Code?

A restriction code is an administrative code that restricts the entry-exit, residence, or employment status of foreign nationals in Turkey. These codes are processed directly into the system by the Directorate General of Migration Management and the General Directorate of Security.

The main purposes of imposing restriction codes on foreigners are:

To ensure public order and security.

To prevent illegal residence and illegal employment.

To track visa and residence permit violations.

To prevent criminal and terrorist activities.

Depending on the type of code processed into the foreign national’s record, the person may not be allowed to enter the country, may be deported, may be subjected to an administrative fine, or may be banned from entering Turkey for a certain period.

2. Why are Restriction Codes Imposed? (Main Reasons)

The main types of violations causing foreigners to face administrative restrictions can be grouped under 5 main headings:

Visa and Residence Violations: Exceeding the visa period, continuing to stay in the country despite the expiration of the residence permit, or working illegally without a work permit are the most common reasons for restriction. In these cases, codes such as V-69 or Ç-113 are applied, resulting in both administrative fines and entry bans to Turkey.

Public Order and Security Risks: Codes like G-87 and G-82 are applied in cases of terrorist organization affiliation, organized crime, or public order violations. These codes, mostly based on intelligence information, result in an entry ban, and a court decision is required for their removal.

Forgery and Misrepresentation: Using fake passports, fake visas, engaging in fake marriages, or making false declarations results in the processing of codes such as G-34 and V-70. These actions result in long-term entry bans.

Deportation Procedures: Codes such as Ç-120 and Ç-135, which directly prevent entry into the country, are imposed on those taken to removal centers, those with a deportation decision, or those violating an existing entry ban.

Violation of Administrative and Financial Obligations: Failure to pay administrative fines for visa violations or failure to fulfill obligations imposed by administrative or judicial authorities can also directly turn into a restriction code.

3. What are the Restriction Codes? (Detailed Tables)

Restriction codes are divided into various letter groups according to the type of violation and the severity of the sanction. You can examine the meanings and penal sanctions of these codes in detail in the tables below.

Table 1: Ç Series Restriction Codes (Entry Ban and Deportation Codes)

These codes ensure that the foreigner is subject to an entry ban to Turkey due to visa, work, or residence permit violations. The duration of the entry ban varies depending on the duration of the violation. To lift these bans, a lawsuit in the administrative court or an application for an annotated visa (meşruhatlı vize) can generally be pursued.

<td These procedures are based on the Law on Foreigners and International Protection No. 6458.

Authorized Court: Where the lawsuit will be filed depends on the location of the administration that imposed the code. For example; if the code was imposed by the Istanbul Provincial Directorate of Migration Management, the authorized court is the Istanbul Administrative Court.

Lawsuit Period (Very Important): After learning of the existence of the restriction code or the rejection of the administrative application, it is mandatory to file an annulment lawsuit within exactly 60 days.
